Arnold Stang was an actor and comedian.  He was best known as the voice of Top Cat, and as Frank Sinatra's best man in The Man With the Golden Arm, and as the gas station owner in it’s a Mad Mad Mad Mad World. Earlier in his career, in 1940, he was cast as Seymour on The Goldbergs.  He was also known for his Chunky candy bar commercials.
